Funding is allocated by The Ministry of Education and Culture from the Finnish national lottery and by the Finnish Broadcasting Company.
The Foundation can allow films shot outside of Finland featuring foreign actors. Artistic and technical co-production between the partners are basic requirements for minority co-producers, and a Finnish co-producer must be involved. At least one distribution agreement must be obtained with Finnish tv.
