Creative England appoints interim Establishment Director
Caroline Norbury is the interim Establishment Director of Creative England, the organisation that will replace England’s Regional Screen Agencies from October 2011. Norbury is the Chief Executive of South West Screen and will be Establishment Director for no more than six months.
Creative England is intended to become the new organisational focal point for the creative industries throughout the country, with regional hubs Creative North, Creative Central and Creative South. Reducing costs and increasing delivery will be two of the body’s principal aims.
Our first responsibility is to ensure that we have the people and resources to replace the Regional Screen Agencies in supporting film-making and film culture across England.

The Establishment Board and Establishment Director will spend the next few months making sure Creative England is ready for launch in October. John Newbigin, Chairman of Creative England, said: “Creative England is a new organisation with an imaginative new remit set out by the Government. But our first responsibility is to ensure that we have the people and resources to replace the Regional Screen Agencies in supporting film-making and film culture across England.
“Until now we have relied on the goodwill and voluntary hard work of the existing Screen Agency CEOs and their staffs in setting up Creative England but we now need a full-time, fully committed executive if we are to get to the starting line by the agreed date of 1st October.”
Since the closure of the UK Film Council was announced last summer speculation has been rife about what action the Government plans to maintain support of the British film industry. The council helped fund nearly 1,000 films over its ten-year existence.
