In regard to your question, Senegal is a permit and ATA carnet country. Short film permit cost:$255, length film:$1015
Most of the time, portraits would ask for a reasonable appareance fees that we can always bargain.
Some private locations may also ask for fee.
Hotels are not expensive and I have a couple of ones that I work with because they are production friendly and can be flexible due production requirements.
Transport is as anywhere else when it comes to price but fixer will help chose good cars as he is the one who is on the ground.
Local crew will depend on what you want, from PAs, ACs, Security, Sound recordist, Drivers, etc..
