Shooting in Portugal or Spain

Hello, we are film studio from Latvia – Style Master’s Studio and we are looking for technical assistance and translation help on filming in Spain or Portugal.
We would need an administrator who can manage lights and casting for crowed scene and/or 2.plan as well as do some first steps in location scouting and get permissions for shooting “here or there”.
We haven’t decided yet which city we are going to shoot in. But here are our ideas: Spain (Barcelona, Malaga, Madrid or Bilbao) Portugal (Lisbon or Faro).
This project is tight budget so we are looking for some studio or independent administrator who is looking forward to have a new experience and is ready for adventures. So we do not need the best gaffers, it would be enough with assistant and so on….
Shooting is going to be outside on streets. Probably two days or if we can make it in one – it is even better.
