    Sunny, ‘film-friendly’ Malta could really be a perfect winner for your specific needs. As our colleague Maria Ida Bernabei / MFO mentions below, MIA is well designed yet has a ‘small-local-airport’ feel’, appropriate customs area(s) and co-operative customs personnel.

    In the Basque Country you can find two small airports of that specs within 30kms
    You have the Saint Sebastian airport wich has only an air strip and a private aerodrome, and Biarritz on the French side. They´re small but modern and placed in a coastal nice view.
    Vitoria and Pamplona are also at about an hour by car from here.
    Bilbao´s airport is quite bigger and is near as well

    I think it will be easy to shoot there as well as cost efficient.

    I guess a good location for your project, would be “Cannes Mandelieu Airport” which is located half an hour drive from Nice – France
    We have shot there many times,the location is really stunning and they are very film friendly.

    If you do not need that big of a place, which I think is what you really need, you can try setting up at a local airport in South America. There is one that flies private planes and I bet that their schedule would not be tight to tick you off.

    What you probably would be looking as a roadblock would be security in the area as locals could crowd the place but if you are able to get security, there would be no problem.
